PCAB_ClearAll

In the demo script on p. 15 of the Developer's Guide - Address Book Manipulator the PCAB_ClearAll function is used, supposedly to delete all persons from the Address Book in a specific group. Its behavior in my database has been only to remove all persons from membership in the found group, not to delete the person records from Address Book itself. Is this correct, or am I missing something?

I am not sure what you are saying? Address book is a part of PCAB_ClearAll function. So, how the database is different and how possible that you can not remove the persons from database.

No, please use the PCAB_RemovePerson( UID ) function to remove users from a group as the PCAB_ClearAll function is used to delete person or group records from the AddressBook according to which group they belong. It may also be used to delete all records from the AddressBook.
